The Education Department and the Public Safety Department work together to guide schools. Each district updates its high-quality emergency operations plans by July 1, 2025. The plans must reflect the new student device-use rules. Accredited nonpublic schools receive similar guidance if they adopt device-use policies.
Beginning with the school year that starts July 1, 2025, every district limits student use of personal devices during class. Rules must state what devices the school uses for learning. They must explain how parents can reach students during school hours and in emergencies. They must include secure storage and clear discipline, including for use during tests. Parents can ask for access during instruction for a legitimate health need. Students keep device access if their IEP or 504 plan requires it. The Department of Education provides model policies by May 1, 2025, and districts may adopt stricter rules. Personal devices include phones, smartphones, game devices, and media players.
