Higher minimum pay for teachers

Beginning July 1, 2025, full-time teachers with 12 or more years in specified roles (career, model, mentor, lead, and certain instructional leaders) must earn at least $62,000 a year. Full-time teachers with less than 12 years must earn at least $50,000. Teachers who retired under section 97B.52A and return full time must be paid at least $50,000, even if they have 12 or more years. Starting June 6, 2025, the state groups districts into up to ten tiers and sets per‑pupil salary supplement amounts. If a district’s assigned amount would leave it short of these minimums (including employer retirement and FICA costs), the state raises that district’s per‑pupil amount so pay meets the floor.

Out-of-state special ed placements

Your Iowa district may place your child out of state for special education if the child is Medicaid‑eligible, the health care team finds it necessary, the Health and Human Services director certifies it prevents a juvenile court petition, and the Education director confirms it will deliver required special education. The district must get notice and sign an agreement with the out‑of‑state provider before taking financial responsibility. After the school year, the district can submit costs by August 1; the Education Department reviews by August 15 and pays costs above what special‑education weighting covers. The state then spreads those payments across all districts the next year by deducting them from statewide foundation aid.

One-stop job board for schools

The Education Department runs an online job board for school jobs. School districts, charter schools, and area education agencies must post all openings and keep unfilled jobs listed. The Department posts its own jobs, and accredited nonpublic schools may post too. Employers can still use other sites, and postings must state they follow Iowa’s anti‑discrimination law.

New teacher prep hours and credentials

Initial teacher prep students must complete at least 80 hours of field experience, with at least 10 hours before acceptance into the program. Teacher intern programs require at least 50 hours. If you have prior substitute teaching experience, the Board of Educational Examiners may issue a substitute license, substitute authorization, or a para‑educator certificate based on that work. The law also deletes two clauses in the teacher‑prep statute; the text here does not show a direct change for students beyond the rules above.

One workforce program rule repealed

The law repeals subsection 4 of section 84A.6 in the state workforce code. The bill text here does not explain a direct change for workers or employers.
