Clearer school bullying rules and protections

Beginning 07/01/2025, Iowa updates what counts as school harassment or bullying. Repeated and targeted acts—online, written, spoken, or physical—based on a student’s actual or perceived trait count when they create an objectively hostile school environment that meets listed conditions. Schools and accredited nonpublic schools must use this standard. The law also removes one related paragraph from the definition text in section 280.28.

Year-round schools open to all students

Beginning 07/01/2025, any school approved for a year-round calendar must offer it to all students at that school. The school cannot limit access based on grades or on any protected trait listed in Iowa’s anti-bullying law (section 280.28). This protects access for families who want a year-round schedule.
