Birth centers reclassified under Iowa law

Beginning July 1, 2025, birth centers are no longer treated as “institutional health facilities.” The law repeals related text in sections 10A.711 and 135.119. It defines a birth center as a place for planned births after a normal, uncomplicated, low-risk pregnancy. A birth center is not a hospital or an ambulatory surgical center, and not in a hospital. Birth centers are now named as “health facilities” under chapter 135P. This reclassification changes which state rules and oversight apply to birth centers. It does not create new payments, taxes, or fees.
