Beginning July 1, 2025, counties and the department can pay contractors part of the bill while road work is still underway on farm-to-market projects. A partial payment is not final acceptance and does not waive defects. Contractors must still fix problems before final acceptance. Payment claims may be approved by the board of supervisors, the county engineer, or the department. Approval can be shown by the county engineer’s or chairperson’s signature, or by a majority of the board or department, on each claim or on an abstract with the claims attached.
