Minors and handguns: supervision and penalties

Beginning July 1, 2025, giving or selling a pistol, revolver, or their ammo to anyone under 18 is a serious misdemeanor for a first offense and a class D felony after that. A parent, guardian, or spouse who is 18 or older may let a person under 18 possess a pistol or revolver under direct supervision, or receive instruction from an instructor age 18 or older. Direct supervision means the adult is physically present, can see and talk to the minor at all times, and is not intoxicated or under illegal drugs. If the child is under 14, the adult who allowed the possession is strictly liable for all injuries and damages.

Age limits change for handgun permits and purchases

Beginning July 1, 2025, Iowa sets new age rules to buy and carry handguns. You can get a professional carry permit at 18, but a nonprofessional permit still requires 21. No permit to acquire a pistol or revolver is issued to anyone under 21, and a nonprofessional permit held by someone under 21 is not valid for a dealer transfer. You can still buy from a licensed dealer by passing a National Instant Criminal Background Check. People 18 and older can acquire a pistol or revolver under the revised rule. A prior subsection in the law is repealed on July 1, 2025.
