Interstate ban for loads over 80,000 pounds

Starting 07/01/2025, if you run under an all-systems permit and your gross weight is over 80,000 pounds, you cannot use any part of the interstate. Plan non-interstate routes for these heavy moves.

Single-trip weight registration and per-ton fee

Starting 07/01/2025, any vehicle traveling under a permit must be registered for the combined gross weight of the vehicle and load. With a single-trip permit, you can register that weight for one trip. You pay $4.00 per ton for each ton over 40 tons. A trip permit under section 326.23 cannot replace this registration. The law also repeals one paragraph in section 321E.9(4); the effect depends on what that paragraph said.

Broader routes and local rules for permits

Starting 07/01/2025, an all-systems permit lets you use most paved primary and secondary roads, including local truck routes. Interstates stay off-limits where law prohibits them. A city or county must tell DOT in writing to mark a road not valid, and must justify blocking a paved farm-to-market road or a truck route. You may take the most direct path between your loading or unloading spot and the nearest valid road; if all nearby roads are blocked, the local authority must work with DOT on the shortest workable route. DOT adopts rules and settles disputes under chapter 17A.
