New state help for public libraries

Beginning July 1, 2025, the Department of Administrative Services runs the Enrich Iowa program to give state money to public libraries. The money supports open access and interlibrary loan services. Libraries must meet the Department’s performance measures to qualify. Funds are paid only from money the General Assembly appropriates. The Department also sets and administers statewide standards for state agency and public libraries.

Old library rules removed from law

Beginning July 1, 2025, the law deletes three old code paragraphs on library administration. The tasks and guarantees in those paragraphs no longer apply. Agencies and libraries stop doing those specific duties. Oversight now centers on the Department’s statewide standards and the Enrich Iowa program.
