Broader lifetime gambling bans for offenders
Beginning July 1, 2026, lifetime gambling bans extend to sports wagering and advance deposit sports wagering. They apply to people who commit the class D felony specified in Iowa Code section 99F.15(4). They also apply after two unlawful betting convictions under section 99F.15(6). The bans also cover excursion gambling boats and gambling structures under the Iowa Racing and Gaming Commission.
Higher expense cap for gambling commissioners
Beginning July 1, 2026, the Iowa Racing and Gaming Commission can reimburse members up to $45,000 yearly, up from $30,000. This is a commission-wide cap, not an amount for each member. Only actual expenses from performing their duties qualify. Each member's $10,000 annual salary stays unchanged, and the law does not set individual shares of the expense cap.
Stronger enforcement against unlicensed gambling operators
Beginning July 1, 2026, the Iowa Racing and Gaming Commission gains tools to stop unauthorized gambling in Iowa. It can order operators to stop and ask a court to halt the activity. This covers unlicensed pari-mutuel wagering, advance deposit wagering, and internet fantasy sports contests. It also covers games of chance, gambling, sports wagering, and illegal sweepstakes without a required license or other legal authorization.
New tax withholding triggers for gamblers
Beginning May 15, 2026, Iowa ties withholding on chapter 99D gambling and chapter 99F slot-machine winnings to federal reporting rules. This replaces fixed triggers of $1,000 for chapter 99D winnings and $1,200 for slot-machine winnings. The law uses the federal information-return rule as amended through July 4, 2025. These changes affect cash paid upfront, not the final income tax owed.
Licensing fees move to dedicated fund
Beginning July 1, 2026, all fees collected by the commissioner go into Iowa's Licensing and Regulation Fund. They no longer go into the general fund. This changes where the money goes, not the stated fees charged to individuals or businesses.
