Kiosk users face 15% transaction charges
Beginning May 6, 2026, Iowa digital asset kiosk transactions carry a 15% charge. The calculation uses the assets’ U.S. dollar value at the market value when the consumer starts the transaction. This replaces pricing based on a licensed exchange’s quoted price. Operators must show the dollar amount of all transaction charges. They no longer have to name the licensed exchange used to calculate charges.
Consumers get public Iowa kiosk lists
Beginning May 6, 2026, operators must report Iowa kiosks they own, operate, or manage as authorized delegates. They must report each physical location to the Iowa Division of Banking. Operators must update their lists within 30 calendar days after a change. The Division must post each operator’s list on its website.
Stronger enforcement protects Iowa kiosk users
Beginning May 6, 2026, violating Iowa’s kiosk requirements counts as an unlawful practice under state consumer-protection law. The Attorney General may seek a civil penalty up to $100,000 for violating a covered court order, called an injunction. This authority requires a reasonable belief that a person violated the injunction and overrides the ordinary civil penalty limit. These changes apply to civil cases started on or after May 6, 2026.
Iowa kiosk operators need money-transmitter licenses
Beginning May 6, 2026, anyone owning, operating, soliciting, marketing, advertising, or facilitating an Iowa digital asset kiosk needs a money-transmission license. Covered kiosks exchange digital assets for money, bank credit, or other digital assets through a separate licensed exchange or operator-held assets. Digital assets are digital value used for exchange, accounting, or storing value; the law does not classify them as money. Exclusions cover rewards that cannot be exchanged for money, bank credit, or digital assets. They also cover publisher-issued value usable only within an online game, game platform, or qualifying family of games.
