Beginning July 1, 2026, counties and cities cannot ban or regulate battery‑charged security alarm systems on nonresidential property when the system meets safety rules. The energizer must be certified to IEC 60335-2-76 (or a successor). The system must use a commercial battery of 12 volts DC or less and send periodic pulses. It must sit behind a nonelectric fence or wall at least 5 feet high, be at least 10 feet tall or 2 feet above that barrier, and post “WARNING —— ELECTRIC FENCE” signs every 30 feet or less. Counties cannot treat these systems as fences or require a fence permit. Property used only for homes is excluded. Cities and counties may still require the same alarm operator license they require for other alarm systems.
