EMS levies bypass urban renewal limits

The law excludes emergency medical services (EMS) property tax levies from urban renewal revenue capture. EMS levies are collected against all taxable property in the district, without urban renewal limits. EMS taxing districts receive the full EMS levy from properties inside urban renewal areas. For property owners in those areas, the EMS tax is billed on the full value, not reduced by urban renewal rules. The law takes effect May 2, 2026. It applies to property taxes due in fiscal years that start on or after July 1, 2026.
