Stronger grooming rules for school employees

Beginning July 1, 2026, Iowa uses a broader definition of "grooming behavior" for mandatory reporting. Grooming means a pattern of acts, judged in light of all relevant facts, meant to entice or entrap a student for the adult’s own benefit. It includes, for example, engaging in a sex act with a student. Licensed school employees and required reporters must treat this conduct as reportable to the Board of Educational Examiners.
