Beginning July 1, 2025, four more reasons count as excused absences. An absence is excused if a student is a military applicant at entrance processing, is in military service, travels to a funeral, or travels to a wedding. Public school boards must write clear rules on how students meet these exceptions. The rules must reasonably consider travel time.
Beginning July 1, 2025, if a student misses 15% or more of days or hours in a grading period, the school must look for the cause. If the absences hurt the student’s academic progress, the school must hold a school engagement meeting. The meeting finds barriers and plans help or interventions to improve attendance.
Beginning July 1, 2025, when a child is chronically absent, the school must notify the county attorney by mail or email. The school must also notify the parent, guardian, custodian, or an emancipated child. That notice may be by mail, email, electronic message, or in person, and must include the absence count, rules, and any discipline process. The school must keep a copy of the notice until the child graduates, turns 21, or is no longer enrolled.
Beginning July 1, 2025, the Iowa Department of Education creates a model truancy enforcement policy with the Iowa county attorneys association. The policy goes to county attorneys, public school districts, and accredited nonpublic schools. It provides guidance only and does not change penalties by itself.
