High schoolers must pass civics test

Beginning July 1, 2026, Iowa students in grades 9–12 must pass a civics test to graduate. Schools must use the most recent U.S. citizenship civics test. The state develops and updates the test, including by January 31 after each presidential election, starting July 1, 2025. A passing score is at least 60%, and students can retake it as many times as needed. Schools cannot charge a test fee. Schools may modify the test for students with IEPs or 504 plans, create an alternate test for significant intellectual disability, and modify for English learners. These rules apply to public, accredited nonpublic, charter, and innovation‑zone schools.

Equivalency diplomas require civics test

Beginning July 1, 2025, you must pass the state’s civics test to get a high school equivalency diploma in Iowa. You also must show skills in reading, language arts, literacy, math, science, and social studies.
