Safety tools can't decide worker status

Beginning July 1, 2025, Iowa bars using motor carrier safety improvements to decide employee vs. contractor status. This includes joint-employment decisions. The rule applies when a motor carrier or a related company deploys, uses, or requires the safety measure, including by contract. The law defines “motor carrier safety improvement” broadly: devices, equipment, software, training, policies, programs, and practices used mainly to improve traffic and vehicle safety. This limits what carriers and agencies can rely on in worker-classification cases.
