This law takes effect on May 6, 2025. All changes in the Act start on that date. Businesses and agencies must follow the new rules from that day forward.
The law counts units sold as individual cigarettes sold in Iowa. The count is based on state excise taxes on stamped packs and taxed roll-your-own containers. The Iowa Department of Revenue must set rules to find how much excise tax each manufacturer paid each year. These rules apply starting May 6, 2025.
