For FY 2025-2026 (starting July 1, 2025), the Primary Road Fund supports statewide roads and DOT facilities. It provides $346.5 million for transportation operations, with staffing capped at 2,363 FTEs. It covers utilities, audits, indirect costs, unemployment, and workers' comp. It replaces equipment ($40.8 million), funds the statewide interoperability network ($442,162), and invests in facilities: $6.3 million major maintenance, $8.05 million routine, and $18.9 million to renovate the Waterloo garage. Facility project funds can remain available up to three years; if work ends earlier, leftover money reverts then.
For FY 2025-2026 (starting July 1, 2025), the state funds DOT operations from the Road Use Tax Fund. It provides $17.6 million for transportation operations and $32.7 million for motor vehicles, with up to 294 FTEs. It invests $20 million to modernize motor vehicle IT, plus $1.4 million to support county license and title systems, and $400,000 for field facility upkeep. Money also pays utility bills, audit costs, unemployment and workers' comp, traffic/criminal software, and $40,000 for Mississippi River Parkway duties. Unused field-maintenance and modernization funds can stay available up to three years; if a project finishes sooner, leftovers revert then.
Beginning July 1, 2025, the DOT can use driver license and nonoperator ID fee revenue to pay to make and mail those cards. The amount cannot be more than the fees collected. This keeps license and ID issuance funded and does not change eligibility or fee levels.
