The state creates the Iowa Major Events and Tourism Fund and program. It provides grants to help bid for, plan, and run big events, including hosting, sanctioning, and bid fees. For 2025–2026, the fund receives $4 million. Applicants must take part in the bidding process, file an economic analysis with hotel and attendee projections, and show at least a 50% match. A board makes final decisions, and applications stay eligible for up to two years. The Authority may use no more than 5% of the fund for administration each year, and recipients cannot also receive sports tourism infrastructure aid. The old sports tourism marketing fund is repealed, and any remaining money moves into the new fund.
The state sets aside $14 million for 2025–2026 to boost pay for school support staff. Each district gets a share based on its budget enrollment for the year that began July 1, 2024. Districts must report support staff counts to the Department of Education by July 1, 2025. The money is treated as miscellaneous income and does not change district cost totals.
Starting July 1, 2025, the state directs $8 million each year from sports wagering receipts to the public safety equipment fund. Starting July 1, 2026, it also tops up the length‑of‑service award fund to $1.5 million each July 1, through July 1, 2030. If that fund already has $1.5 million, no transfer is made. These dollars support public safety gear and service award grants.
For 2025–2026, $5 million goes to the Department of Education’s special education division. The money supports oversight, compliance, salaries, and other services for students with disabilities. This funding helps keep services running statewide.
For 2025–2026, $4 million from sports wagering receipts goes to a new Iowa film production incentive fund, but only if a separate law creates that fund. The money supports film production incentives through the Economic Development Authority.
Cities, counties, and public convention or district nonprofits can seek infrastructure help for sporting events. Projects in approved reinvestment districts, or applicants that already got the section 423.4(5) sales tax rebate, are not eligible. Aid cannot reimburse completed projects. No applicant may get more than 50% of a project’s cost, and yearly marketing help is capped at $500,000 per applicant. Eligible applications go to a five‑member review committee and the board for recommendations and decisions.
