New off-road safety rules for kids

Beginning July 1, 2025, Idaho riders under 18 need no helmet in utility-type vehicles (UTVs) equipped with roll cages and seat belts. Operators and passengers age 16 or younger must wear properly fastened restraints whenever a UTV equipped with restraints is moving. The restraint rule has an exception under Idaho Code section 49-672. An unrestrained occupant age 16 or younger and the driver can each receive a citation carrying a $50 fine. Convictions add no violation points and do not count as moving violations for vehicle insurance rates.
