Beginning July 1, 2025, Idaho's treasurer can create a state ABLE savings program through an agreement with a national consortium. ABLE accounts let eligible people with disabilities save for qualified disability expenses. State and local aid programs, including need-based grants, must ignore applicants' accounts and related activity to the extent federal assistance rules do. This protection covers Idaho residents' accounts in Idaho and other states. The treasurer and Idaho State Independent Living Council must provide financial education about the program. The council also provides technical help to people with disabilities and their supporters, subject to state funding. A new seven-member advisory council guides outreach, marketing, and education, meets quarterly, and reports to the Legislature each year. The treasurer chairs it alongside the Independent Living Council's executive director and five governor-appointed members representing account users, families, and relevant experts.
