Beginning July 1, 2026, if your requested electrical, plumbing, or HVAC inspection is not done within 48 business hours, you (as the permit holder) can hire a qualified third‑party inspector. The third party must tell the division or local government and submit the results. When you do this, the division or local government (or its contractor) must refund the inspection fee you paid for that inspection. If an inspector fails your job and does not give the reason within 3 business days, you get a 10% refund of that inspection fee. Third‑party inspectors must meet state qualification rules and follow local standards.

S 1435 — APPROPRIATIONS – HEALTH AND HUMAN SERVICES – Relates to the maintenance appropriations to the Department of Health and Welfare and the State Independent Living Council for fiscal year 2027.
