Restored mental health help through Medicaid

Idaho provides $30.702 million to restore assertive community treatment and peer support from July 1, 2026, through June 30, 2027. The Basic Medicaid Plan gets $28.552 million; Adult Mental Health Services gets $2.15 million. Medicaid funding includes $4.527 million from opioid settlements, $3.5 million from the Millennium Income Fund, and $20.525 million in federal funds. Adult Mental Health funding includes $1.031 million from opioid settlements and $1.119 million from the Millennium Income Fund. Effective upon passage and approval, the law also removes program-transfer limits for these services for July 1, 2025–June 30, 2026 funds. Health and Welfare can transfer unlimited amounts from its other programs into these two programs, only to fund these services. These are program funds, not set payments to individuals.

Treatment funding reaches people without opioid disorders

From July 1, 2026, through June 30, 2027, Idaho allows broader use of opioid settlement money for treatment. Up to $5.808 million can support assertive community treatment and peer support for people without co-occurring opioid use disorder. Participants must have a substance use disorder or mental health condition, as defined in the settlement agreements. This cap applies across the law’s Health and Welfare and mental health court funding. It is part of those appropriations, not extra money or a personal payment.

Restored peer support for mental health courts

Idaho provides $250,000 to restore peer support for mental health court participants from July 1, 2026, through June 30, 2027. The Judicial Branch’s District Courts Program receives the money from the State-Directed Opioid Settlement Fund. Of that amount, $25,000 covers operating costs and $225,000 covers trustee and benefit payments. The law funds services, not a set payment to each participant.
