Funding cuts limit Idaho students’ online courses

For July 1, 2026, through June 30, 2027, the law cuts Idaho Digital Learning Academy funding by $13.5 million. The cut comes from the Public School Income Fund and counts as reduced General Fund spending for the Academy. The law also reduces the related General Fund transfer by $13.5 million, provided Senate Bill 1362 was enacted that session. The Academy cannot withdraw Public Education Stabilization Fund money for services during this period. It must use existing cash for enrollment costs above its reduced funding. It must cut course offerings and deny otherwise eligible enrollments as needed to keep a positive cash balance, overriding conflicting laws.

New checks on Idaho online course funding

Beginning July 1, 2026, Idaho Digital Learning Academy must check state funding for courses on diversity, equity, inclusion, or social justice ideology. State money cannot support these courses when they fail Idaho’s dignity and nondiscrimination standards in Idaho Code 33-138. By December 1, 2026, the Academy must report compliance to the Joint Finance-Appropriations Committee and detail all spending on noncompliant courses. By August 1, 2026, it must also report on services, classes, budgeting methods, and operating spending using 2025–2026 school-year data. Enrollment details must cover live versus self-paced classes, courses and grade levels, course numbers and types, and each local education agency. The report must also identify graduation-required versus elective courses and their enrollments, plus other defining factors. Both reports’ format and content must be set with the Legislative Services Office’s Budget and Policy Analysis Division. The operating report goes to that division. The Legislature must consider ways to verify state funding against individual enrollments; it may also change course billing for the state, districts, charters, and the public.
