Idaho Medicaid expansion brings stricter eligibility rules
Idaho Medicaid expansion covers people under 65 with modified adjusted gross income—income counted under tax rules—at or below 133% of the federal poverty level. They must not qualify for other coverage under the state Medicaid plan. The health department must submit required federal plan changes within 90 days after the law's approval and promptly implement expansion. Coverage cannot be delayed while federal officials review waivers or the department negotiates them. Idaho must implement federal community engagement requirements by December 31, 2026. Once implemented, applicants must show compliance for the three consecutive months immediately before their application month. The department must end expansion coverage for enrolled people who cannot show compliance.
Medicaid funding protections and possible benefit cuts
Idaho's health department cannot implement waivers that lower the federal funding share for Medicaid expansion below 90%. If that share falls below 90%, legislative health committees must recommend a response by the next regular session's adjournment. If the cut occurs outside a legislative session, the department must offset added state costs until lawmakers reconvene and decide what to do. Those steps can include lowering provider payments or removing optional benefits, affecting access to Medicaid services. If the U.S. Supreme Court strikes down the federal expansion funding provision as unlawful or unconstitutional, the Legislature must declare this expansion section void.
