Bill Overview

Analyzed Economic Effects

Expense payments for Indiana commission members

Beginning July 1, 2025, Indiana commission members receive payments for commission-related expenses. Members who are not state employees get the same daily, mileage, and travel allowances as interim study committee members. State employees get reimbursement for actual travel and other commission expenses under state rules. Payments come from money appropriated to the governor's office.

Public review of Indiana–Illinois boundary changes

Beginning July 1, 2025, the law creates a commission to study and recommend possible Indiana–Illinois boundary changes. Indiana's governor appoints six members, with no more than four from one political party; Illinois appoints five under its law. The first meeting is required by September 1, 2025, with meetings at least yearly afterward. Six members are needed for official action, but fewer can hear testimony or discuss issues. Commission business must occur in public meetings, and its official records fall under Indiana's public records law. Within 60 days after finishing its work, the commission must send Indiana lawmakers an electronic report with recommendations and any proposed legislation. A recommended boundary change takes effect only after approval by Indiana lawmakers, Illinois lawmakers, and Congress. The law itself does not move the state line.
