Higher Medicaid payments for children's hospital care

Indiana Medicaid pays qualifying children's hospitals in states bordering Indiana for covered inpatient and outpatient care for patients under 19. This payment program excludes non-emergency medical transportation. Qualifying hospitals include freestanding general acute-care hospitals designated by Medicare as children's hospitals. Facilities inside freestanding general acute-care hospitals also qualify if Medicare designates them as children's hospitals or they mainly serve patients under 19. The state sets payments comparable to current Medicare rates, or at 130% of Medicaid rates when no Medicare rate exists. Payments must account for unusually costly hospital stays. These are stays costing more than the greater of twice the diagnosis-based payment rate or a state-set dollar amount. For these adjustments, the state may pay hospitals retroactively to the date of the initial Medicaid waiver application. The law requires applications for needed federal approvals before September 1, 2021, and for cost-related waiver changes before June 1, 2022. The state may issue rules to run the program. The amendment takes effect upon passage under an emergency declaration, and the reimbursement provision expires July 1, 2027.
