Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Indiana dealerships must be licensed

Beginning July 1, 2026, any vehicle dealership operating in Indiana must have a license from the Indiana Secretary of State. Operating without this license is a Class A infraction.

Dealers must copy buyer ID

Beginning July 1, 2026, Indiana motor vehicle dealers must collect and keep ID from each potential buyer. For individuals, the dealer keeps a copy or scan of your driver’s license or state ID. For business purchases, the dealer keeps the business’s EIN or a copy/scan of a government photo ID for an owner, officer, or authorized person, plus the business name. Dealers retain these records as part of the sale.

New rules for transport operator plates

Beginning July 1, 2026, a transport operator may apply for one general registration number instead of registering each vehicle or disposable trailer. The application must list the vehicle or trailer types, how the plates will be used, and the operator’s name and address. If using a disposable trailer, you must state it will be disassembled after a single use. Recovery vehicles are not eligible. The Secretary can refuse plates to operators convicted of violating these laws until they show they can comply. To apply, you must have a physical Indiana business address or show a valid USDOT registration that authorizes transport in Indiana.
