The governor appoints the state examiner and two deputy examiners. The governor must send names and information electronically, and the legislature posts them online. The legislative council votes in a public meeting to accept or reject; if it takes no action in 45 days, the pick is accepted. The state examiner must be a CPA with at least five years of accounting work, including three years of single-audit experience. Each deputy must be a CPA, except one may be an Indiana‑licensed attorney. At least one deputy must have three years of experience with the state board at appointment. Deputies report to the state examiner.
The law makes the State Board of Accounts the independent external auditor for audited entities. The board follows professional accounting and auditing standards. It has three members: the state examiner and two deputy examiners. No more than two members can be from the same political party. The board reports to the legislative council for oversight. These changes take effect immediately.
The governor may remove the state examiner or a deputy for incompetency, including loss of CPA status, or for misconduct. The governor must send written notice and an electronic copy to the legislative services agency. The state examiner has 15 days to ask the legislative council for review and a stay. The legislative council conducts the review and issues a final order. A removed officer may seek judicial review in the circuit or a Marion County superior court.
The state examiner serves a four‑year term. Deputy examiners’ terms end when the state examiner’s term ends. The state examiner may keep serving as acting examiner after the term until a successor is appointed. Vacancies are filled using the same appointment process. A replacement serves the rest of the term.
