Starting July 1, 2026, the law resets who serves and votes on the Indiana defense task force. The governor names a chair who runs meetings and only votes to break a tie. The task force can act only with a majority of voting members. By May 1, 2026, and every May 1 after, the task force must list spending priorities for the next fiscal year and note any extra state funding. By August 1, 2027, and every August 1 after, the Office of Defense Development must report how it spent money on those priorities for the year that ended June 30. Beginning with the 2026–2027 fiscal year, the office must consider and, when practical, follow the task force’s priorities in its budget.
The operating partner runs and maintains the drone test site under the state corporation’s supervision. While the site is in the FAA program, and with budget committee review, state procurement, contracting, and fee-setting rules do not apply to site operations. The operating partner must keep a separate bank account for site funds, can receive state or federal money, spend for operations, and transfer funds to the corporation or agencies for drone tech and development. It must keep full records, file an annual report by July 1, and help economic groups and state agencies with drone purchases and new test work. The state examiner audits site records. A detailed finance report is due by December 1, 2026, then every June 1 and December 1, listing past spending, next six months’ plans, funding sources, and any other requested details.
