New fees and rules for recovery homes

Beginning July 1, 2026, every recovery home owner must register each home with the state. Owners pay $500 per home at first registration and $350 per home to renew every two years. Total fees are capped at $2,000 per owner each registration period. Applications must include qualifications, zoning or legal papers, three references, proof all staff are 18+, and an ethics statement. Only registered homes in good standing may use the words “recovery residence.” The Division sets rules for issuing, denying, and revoking registrations, and disputes use the state’s formal hearing and appeal process.

Public list and standards for recovery homes

Beginning July 1, 2026, the state posts a public list of registered recovery homes with names, addresses, status, and any violations. Recovery homes used for residential care or supported housing for chronic addiction must meet ethical standards and be certified by an approved group, plus any state rules. The Division may hire a qualified organization to run registration and keep the list. The chapter covers residential care and supported housing for people with chronic addiction.

Certified reentry mental health support

Beginning July 1, 2026, the state certifies reentry and correctional support programs. These programs include mental health and substance use treatment and certified peer support during incarceration and after release. Certification follows standards set by the Division or an approved certifier to make services more consistent and reliable.

Quality and privacy at mental health centers

Beginning July 1, 2026, the Division gives best‑practice guidance to community mental health centers and works with them on reviews to improve outcomes. Records from incident or death reporting reviews are confidential and shared only between the Division and the center. The Division also collects ethnicity and gender data on people getting services for planning and equity checks; this does not affect payments.
