Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Certain sex offenders face work bans

Beginning July 1, 2025, Indiana bans sexually violent predators and offenders against children from knowingly or intentionally taking certain paid or volunteer roles. The ban covers more than incidental and occasional contact with an unaccompanied child, authority to supervise or discipline a child, or expected touching beyond incidental and occasional contact. A violation is a Level 6 felony. It becomes a Level 5 felony with a prior unrelated conviction for this offense or for breaking sex-offender registration requirements.

Registered offenders face probation transfer checks

Beginning July 1, 2025, registered sex or violent offenders need both courts’ approval to move probation supervision between Indiana counties. This rule applies while registration is required. Both courts must consider family ties, verified employment, and verified housing in the receiving county. Family includes a spouse, parent, grandparent, aunt, uncle, or adult child through blood, adoption, half-blood, marriage, or remarriage. Communal housing for released prisoners does not count as verified housing. Each court must issue written factual findings, and a denial can be appealed.
