Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Charities gain more choice over gaming proceeds

Beginning July 1, 2025, qualified organizations can use all net proceeds from allowed gaming and related activities for any lawful organizational purpose. This gives organizations more choice over how they spend the money.

Charity game categories and weekly venue limits

The law excludes events with wagers on electronic pull tabs from the casino game night category. Beginning January 1, 2026, each location can host bingo or casino game nights on only three calendar days per week. This is one combined limit per calendar week, even when several qualified organizations share the location.

Electronic raffles face new approval checks

The Indiana Gaming Commission must set approval standards for electronic raffle systems, including websites and other electronic methods. Operators or payment processors must submit systems for approval and undergo independent testing or certification. Checks cover technical standards, age and identity checks, and the buyer's location.
