Teacher compensation.

Sponsored By: Linda Rogers (Republican)

Signed by Governor

Summary

Requires the department of education (department) to submit a report to the general assembly before November 1, 2025, that provides an analysis of the feasibility and cost of increasing school corporation employee health plan options. Creates the Indiana teacher recruitment program. Beginning June 30, 2025: (1) increases the minimum salary for a teacher employed by a school corporation to $45,000 (current law requires $40,000); and (2) requires a school corporation to expend an amount for teacher compensation that is not less than 65% of state tuition support (current law requires 62%). Amends the requirements for a school corporation and the department if the school corporation determines that the school corporation cannot meet minimum teacher salary requirements. Removes a provision that provides that the matrix rating system may not rank or compare teacher preparation programs.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Higher minimum pay for Indiana teachers

Starting in the 2025–2026 school year, Indiana school corporations must set full-time teachers’ minimum salary at $45,000, up from $40,000. This does not guarantee every teacher a raise. Beginning July 1, 2025, the Education Department must notify the superintendent, school business officer, and governing body about salary shortfalls. The governing body must acknowledge the notice at its next public meeting and record that acknowledgment in the minutes. Within 30 days after that meeting, the school corporation must post the notice and related department reports online.

More teacher funding, fewer school exceptions

For school years in state fiscal years beginning after June 30, 2025, Indiana school corporations must spend 65% of applicable state tuition support on teacher compensation, up from 62%. The calculation excludes support for students taught entirely online by teachers employed by contracted third-party providers. It also excludes curricular materials fund money deposited in a school corporation’s education fund. Starting July 1, 2025, schools can no longer get one-year exceptions; the former three-waiver limit and related planning rules are removed. These rules direct more funding toward teacher compensation but limit schools’ budget choices without setting any teacher’s individual pay.

Public ratings help compare teacher programs

Beginning July 1, 2025, Indiana’s Education Department can use its rating system to rank or compare teacher preparation programs. The law removes the prior ban on those comparisons. The department makes the ratings public, helping future teachers and others compare programs.
