Foster youth get yearly rights information

Beginning July 1, 2026, Indiana's Department of Child Services must create and periodically update a foster youth rights-and-responsibilities guide. Partners must include at least one adult age 18 or older with childhood experience in the child welfare system. At least one child-placing agency and other experts in older foster youth services must also help. Youth ages 12 through 23 in out-of-home placements must receive the guide each year. They must also be children in need of services or receive collaborative care. The department must provide translations for youth with limited English. It must also share the guide with current or prospective foster parents and publish it on its website.
