Permit protections for existing shooting ranges

Beginning July 1, 2026, repairs, upgrades, or expansions at shooting ranges count as continuing the same use. Local governments must process permits using the same objective rules they use for similar commercial, industrial, or farm properties. They cannot slow or deny permits to force annexation or to make owners give up legal rights. These rules lower the risk of permit delays for existing ranges.

Indoor ranges and sporting stores allowed by right

Beginning July 1, 2026, indoor shooting ranges are allowed in commercial, industrial, or agricultural zones if they keep all bullets inside and limit noise. Retail sporting goods stores are allowed in commercial zones. Local governments may require a water and sewer will-serve letter and may charge an application fee. Permitted use means no public hearing is needed beyond a site plan check. The law defines what counts as an indoor range and a retail sporting goods store, and federal and state safety rules still apply.

State rules override local range limits

Beginning July 1, 2026, local governments may set neutral rules on range location, safety, and construction, but those rules must follow this state chapter. The chapter does not apply in historic districts, in flood plains, or in some commercial zones that allow mixed‑use housing. Areas with a lawfully operating range on commercial land before July 1, 2026 keep limited protections for later work within existing boundaries. Any older local zoning that conflicts with this chapter is void to the extent of the conflict. Permit applications filed before July 1, 2026 stay under the old rules.
