Medical care for injured police and firefighters

Beginning July 1, 2026, local governments must pay for necessary medical care when a police officer or firefighter is hurt or gets sick in the line of duty. Cities and towns pay from their general fund; townships, provider units, and fire protection districts pay from their fire service funds; special service districts pay from their general fund. Towns also cover current or retired full-time town fire members. Covered care includes hospital and special nursing care, medicines, X-rays, and diagnostic or therapeutic services during recovery. These payments are separate from state workers’ compensation, and the local unit may seek repayment from any third party at fault.

New rules for dentists and hygienists

Beginning July 1, 2026, hygienists must graduate from a board-approved program (at least two academic years of eight months each or an approved foreign equivalent), pass a board-approved exam, and pay a nonrefundable application fee. Dentists must graduate from a board-recognized dental college, pass an approved exam, and pay nonrefundable fees. Both licenses generally limit exam attempts to three; the board can add extra steps after repeated failures. The board may accept CODA accreditation as proof a hygiene program meets standards. Hygienists or assistants may give nitrous oxide under a dentist’s direct supervision only after one year of dental employment or graduation from a CODA/board-approved program, a 3-hour course, and demonstrated competency on at least 5 patients; a certificate must be displayed, and the dentist sets the maximum dose and follows ADA/AAPD guidelines.

Respiratory care licenses and permits updated

Beginning July 1, 2026, applicants must meet education and character rules and pass required exams; after December 31, 2027, applicants must complete both parts of the NBRC Registered Respiratory Therapist exam. The committee issues licenses that expire at the end of the state renewal cycle. A temporary permit must be issued within 30 days to qualified out-of-state licensees, credentialed practitioners from non-licensing states, or approved exam candidates who applied for Indiana licensure. Student permits allow only documented, previously completed procedures on non-critical patients under close, in-person supervision; supervisors must meet daily in person, countersign entries within 7 days, and may supervise no more than three students; permits end at licensure, on exam failure notice, 60 days after graduation, or after two years. The old rule requiring exams at least twice a year is repealed; the board now sets exam timing.

Repeal of HIV semen felony

Beginning July 1, 2026, the state no longer criminalizes donating or transferring semen that contains HIV antibodies for artificial insemination. A related criminal code cross-reference is also removed.

More training hours for home health aides

Beginning September 1, 2025, home health aide programs must follow federal rule 42 CFR 484.80 and teach required topics. Training must be at least 75 hours. At least 16 hours must be classroom instruction done before supervised practical training.
