Bill Overview

Analyzed Economic Effects

4 provisions identified: 0 benefits, 0 costs, 4 mixed.

Charities face buying rules and protections

Beginning July 1, 2025, electronic pull tab devices, games, and systems count as licensed charitable gaming supplies. Organizations must get covered supplies from an Indiana Gaming Commission-licensed distributor and pay by check or electronic transfer from their gaming account. Exceptions cover reusable supplies constructed, bought, or obtained before January 1, 2009, and supplies borrowed from another qualified organization. Manufacturers and distributors cannot offer inducements tied to placing or operating electronic systems or games. They also cannot require charities to buy their paper gaming products to get electronic devices or systems.

Charity groups gain games with limits

Beginning July 1, 2025, qualifying Indiana veterans and fraternal groups can operate electronic pull tabs with a charitable gaming license. Groups must have operated continuously in Indiana for at least five years before applying for an electronic pull tab endorsement. Games are limited to one primary meeting facility, lodge hall, or headquarters listed in the group's governing documents. The group must alone own, lease, or control that location; partnerships, extra sites, and leasing or licensing gaming rights are barred. Device caps depend on the facility's occupancy limit: 3 for 99 or fewer, 5 for 100–250, and 7 above 250. Groups must also offer paper pull tabs and show a clear gambling-help message on each device. Violations can lead to license suspension or loss and fines taking the gaming revenue tied to violations.

Electronic pull tab players face safeguards

Beginning July 1, 2025, electronic pull tab series must have a fixed, finite supply of winning and losing tickets. Each series must have fixed prizes, one ticket price, a unique serial number that cannot be regenerated, and a unique form number. Reveals must copy paper pull tabs, not imitate slots, casino games, horse racing, or other gambling games. Extra play cannot require more payment or award prizes beyond the set prize structure. Players must separately activate each ticket and each row or column; activation methods include options for visually impaired players. Devices can accept only U.S. currency or credit vouchers and can pay out only credit vouchers, not cash. Approved devices can be cabinets, stationary tabletop units, or handheld tablets—not personal phones.

Gaming suppliers face testing and penalties

Beginning July 1, 2025, the Indiana Gaming Commission must set manufacturer licensing, technical standards, and approval rules for electronic pull tabs. Manufacturers must pay an independent gaming laboratory to test and certify their systems. Charities can use systems only after they meet Commission standards and receive approval. Selling or leasing unapproved devices or systems can lead to license suspension, license loss, or civil fines. The Commission can impose a separate fine for each day a violation continues.
