Bill Overview

Analyzed Economic Effects

5 provisions identified: 1 benefits, 0 costs, 4 mixed.

Grants and on-duty status for counter-drone work

The State Police and participating agencies can get federal grants for approved systems, training, and admin costs. Actions by trained staff within federal authorization count as on-duty under Indiana’s liability law. This clarifies protections for public employees during counter-drone work. Beginning July 1, 2026, these supports are in effect.

Counter-drone powers only with federal OK

The law activates state counter-drone powers only under federal law. The Governor must post a notice in the Indiana Register naming the federal authority. Federal rules control if they conflict with this article. Beginning July 1, 2026, agencies act only within those federal approvals.

Only federally approved counter-drone tech

A counter-drone system must be on the federal C-UAS Technology List. State or local agencies cannot buy or use any system off that list. This ties purchases and deployments to federally approved tech. Beginning July 1, 2026, these limits apply.

Rules for trained officers stopping drones

Only trained personnel may act against drones. They can detect, identify, track, and warn. They may disrupt, control, seize, confiscate, or disable a drone only when federal law and approval allow it. All actions must stay within the scope of federal authorization. Beginning July 1, 2026, these rules govern operations.

State Police run counter-drone program

The Indiana State Police coordinates all counter-drone work statewide. It applies for federal approvals, runs training and reporting, and keeps required records. It may name local agencies, and can pilot in Indianapolis, if they meet federal readiness and training. Agencies must use federal reporting systems, and the superintendent can suspend or revoke participation for noncompliance or if federal approval ends. Beginning July 1, 2026, these rules apply.
