Beginning July 1, 2026, each district inspects every landfill at least twice a year for erosion and sediment control. One inspection is before July 1; the other is after June 30 and before December 31. The inspector must write a report within 10 days and send it to the county executive, the state environmental commissioner, and the division director.
Beginning July 1, 2026, the Department of Agriculture provides admin and staff support to key boards and programs, including the state fair board, corn and dairy councils, grain agencies, and the Division of Soil Conservation. The department runs state fair board elections and administers agricultural trade and livestock/ag marketing grant programs. It leads agricultural economic development, supports value‑added production, international marketing, and partnerships with the state economic development corporation. It also helps farms and businesses use biomass and algae systems to make renewable energy, and it defines what counts as biomass (excluding construction and demolition waste).
Beginning July 1, 2026, the state pays $1 for every $1 a soil district gets. If a district gets no political subdivision money, the state matches $1 for every $1 from other sources. The match per district is capped at $10,000 unless another law allows more. Districts certify prior-year receipts in their annual financial statement and must spend the match on district purposes. The state pays by July 15 and cuts payments proportionally if requests exceed the money available. Payments are held if the district’s annual financial statement is not filed by March 1.
Beginning July 1, 2026, each district board has five supervisors: three elected and two appointed. Elected members must live in the district and occupy a tract there; all supervisors must be qualified and finish division training within one year. Districts hold an annual meeting in the first quarter to report activities and finances, and land occupiers elect one supervisor to a three‑year term. By October 31, the chair appoints an election committee and submits names by November 1; the committee sends nominees and qualifications by December 1, allows floor nominations, and runs the vote. If the committee fails, the governing body fills the seat under vacancy rules. If an elected seat opens, supervisors recommend within 30 days and the board appoints a temporary member until the next annual meeting; if three or more terms are vacant, the board fills them. Districts may name nonvoting associate supervisors, who can be reimbursed for expenses but do not get per diem.
Effective July 1, 2026, the law repeals IC 15-12-5 and dissolves the Indiana Land Resources Council. Programs or bodies under that section are no longer authorized after that date.
