City posts averages, sets minimum prices

Beginning July 1, 2026, the city must post each year the average value per square foot for the appraised homes. It must also post the average value per acre for the appraised commercial sites. The city may use these posted averages to set a minimum sale price for city homes and commercial land that year. These rules end December 31, 2029.

City staff barred from buying appraised properties

Beginning July 1, 2026, city employees and appointed or elected officers cannot buy any property appraised under this program. The ban ends December 31, 2029. This reduces conflicts of interest in city sales.

One city gets appraisal and sale tools

Beginning July 1, 2026, a single Indiana city (population over 69,000 and under 69,500) can hire an appraiser each year. The appraiser values ten homes and ten commercial properties of at least five acres across the city. The city can use these appraisals to meet state appraisal rules for selling city property. All of these authorities end December 31, 2029.
