Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Schools gain temporary teacher supplement budgeting option

Beginning July 1, 2025, Indiana school boards have a temporary option for counting money under the school deficit rule. They may exclude a portion or percentage of education fund revenue set aside for extra teacher payments. Boards must adopt a resolution before September 15, covering one or two years. It cannot extend beyond the corresponding two-year state budget period. This option does not require extra teacher payments or set their amount.

Teacher pay flexibility with bargaining limits

For school years beginning after June 30, 2022, Indiana school corporations may give teachers extra pay beyond their compensation plans. Schools must decide that this extra pay serves students’ best interests. These payments are separate from other allowed raises and are not subject to collective bargaining. When schools calculate teacher raises, students’ academic needs, including high-need teaching areas, must count for at least 10%. The law does not guarantee extra pay or a specific raise amount.
