Civilian police boards advisory only

Beginning July 1, 2026, any civilian oversight board, commission, or similar group for a law enforcement agency can only advise. It cannot issue binding orders or control the agency. This applies to boards that exist on July 1, 2026, and to any created after that date. The rule applies to all local government units statewide. Merit boards set up under the state’s police merit law are not covered. “Law enforcement agency” uses the existing Indiana definition.
