Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 2 costs, 0 mixed.

Indiana drivers must report vehicle color changes

Beginning January 1, 2026, people who change a registered Indiana passenger vehicle’s color must apply to the Bureau of Motor Vehicles within 30 days. This covers painting, adding a partial or full vinyl wrap, or removing a wrap. Outside the separate criminal rule, an officer must warn anyone who misses the deadline, giving another 30 days to apply. At registration renewal, people must disclose these color changes and give the new color. The Bureau must add electronic and online renewal fields and adopt rules for reporting color changes.

Criminal penalties for post-crime vehicle color changes

Beginning January 1, 2026, changing a passenger vehicle’s color after its use in a crime carries a new reporting penalty. A person who makes that change and fails to apply to the Bureau of Motor Vehicles commits a Class C misdemeanor. People covered by this offense are excluded from the ordinary reporting-and-warning provision.
