Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Coached students skip separate career meetings

Beginning July 1, 2025, students in grades 11 or 12 receiving state grant-funded career coaching are exempt from a separate meeting. They do not need the otherwise required annual 30-minute meeting with an approved college, intermediary, employer, or labor organization. That meeting covers career opportunities and education requirements. This exemption applies only to students receiving coaching through the career coaching grant.

Career coaching grants help Indiana students

Beginning July 1, 2025, Indiana runs a career information and coaching system, initially focused on high school students. High schools may participate, and grants depend on available funding. Schools and approved coaching partners must apply, meet state requirements, and form the required school-provider partnerships. Grant-funded students receive at least 30 minutes of individual coaching in grade 7 or 8 and again in grade 10 or 11. Services include assessments, career and salary information, parent notification of recommendations, and employer visits or similar experiences. Required coaching must reach students regardless of location. Coaches must be at least 23, have a high school diploma or equivalent, and meet state-recognized certification or training requirements. Grant awards favor coaches with work experience outside teaching and must reach diverse communities and required regions when possible. The state administers the grant fund; unspent money returns to the state general fund each fiscal year. Approved-list and annual-reporting rules also cover intermediaries, employers, and labor organizations meeting with people through the system.

Clearer career program information for families

Beginning July 1, 2025, Indiana must track whether career education students find jobs matching their programs. Tracking starts with the expected 2023 graduating class and covers 1, 3, 5, and 10 years after graduation. Public dashboards include required median-income data grouped by high school and, when applicable, career program participation, without identifying individuals. The state must also publish information about career education, high school equivalency programs, and adult high schools. That information must be updated annually and include participation, costs, completion, and job outcomes when possible.

Updated wage data for career programs

Effective July 1, 2025, Indiana's workforce agency must update wage-threshold data used to group career and technical education programs. The update is due by November 1, 2026, for use in the following school year. This update requirement expires June 30, 2027. The law does not specify new wage-threshold amounts.
