Beginning July 1, 2026, Indiana creates a state pork marketing program run by the Indiana Pork Producers Association when the federal pork checkoff is not being operated by the IPPA. If the federal program is operating and levying assessments, the IPPA may not collect the same assessments or do preempted activities. At least 80% of assessment money must carry out National Pork Board functions, and the IPPA may invest funds; admin costs must be reasonable. The IPPA may not use proceeds to lobby or to share project results with government officials. The board is made up of Indiana producers who are registered voters and at least 18; terms are two years and meetings occur at least three times a year.
Beginning July 1, 2026, Indiana creates a state soybean marketing program run by the Indiana Soybean Alliance when it is not collecting the federal checkoff. ISA is the state’s qualified soybean board while it collects the federal assessments. ISA may spend funds only on market development, promotion, and research, and may invest funds. No more than 10% may go to administration using a five‑year averaging rule. At least 50% must fund approved collaborative projects that create value for Indiana soybean farmers. ISA may not use proceeds to lobby, but it may share information about its projects with officials. The board has 26 voting members; elected members must be Indiana voters, age 18+, and producers who have paid assessments and not requested refunds.
Beginning July 1, 2026, the first purchaser deducts a 0.35% assessment (35 cents per $100 of market value) at first purchase of hogs or pork. The fee is taken once per animal or product and sent to the Indiana Pork Producers Association within 30 days after each quarter. First purchasers must keep records for three years; the IPPA can audit them. A 2% late fee applies each month after the due date, and the IPPA may sue to collect. Producers may request a refund within 180 days of the deduction; the IPPA must pay within 30 days after a complete application. Organic hog farmers with a National Organic Program exemption and an approved plan are exempt. Only the General Assembly may change the rate.
Beginning July 1, 2026, first buyers take a 0.5% assessment from the net market price of soybeans at first purchase. They collect it once per quantity and send it to the Indiana Soybean Alliance within 30 days after each quarter. If they send it on time, they may keep a 3% handling fee of what they collected. First buyers must keep records for three years; ISA can audit them. A 2% late fee applies each month after the due date, and ISA may adjust amounts and sue to collect. Producers may ask ISA for a refund within 180 days of the deduction; ISA must pay within 30 days after a complete application. Organic producers with a National Organic Program exemption and an approved plan are exempt. Only the General Assembly may change the rate.
