Beginning July 1, 2026, the city must publish notice of each outreach meeting at least 30 days before it happens. It must also mail notice to each landowner at least 30 days before the first meeting, to the address on the tax records. The mailing can be first-class or certified with return receipt (or another method with a return receipt) and must say your property is in the proposed annexation and list the meeting dates, times, and places. The city must also send notice to the county executive body, the township executive, and any plan commission in the area. Proof of mailing counts even if you do not accept delivery. If a remonstrance is filed, the city must file proof of mailing and proof of publication with the court. This outreach notice is in addition to other required notices.
Beginning July 1, 2026, a city or town must start outreach no earlier than six months before it introduces an annexation ordinance. The outreach must include public information meetings: at least six for annexations under section 3 or 4, and at least three for annexations under section 5 or 5.2. Meetings must show maps of the proposed area and plans to extend services, with dates. They must explain the expected fiscal impact on taxpayers, including any tax or fee increases. For annexations under section 5.2, the city must share the preliminary written fiscal plan.
Beginning July 1, 2026, these outreach and notice rules apply only to annexation ordinances adopted after June 30, 2015. Annexations done under section 5.1 are not covered. Some annexations therefore do not have to follow these outreach steps.
