Beginning Jan 1, 2027, the Board may license applicants who submit required forms and fees, finish an approved PA program or equivalent military experience, and pass the national certifying exam. The Board may deny a license on the same grounds it can revoke one. The Board must revoke a PA license after a felony conviction, a similar crime in another state, or a general court‑martial on or after July 1, 2000, unless two‑thirds of members present find by clear and convincing evidence the person is rehabilitated and not a threat to the public.
Beginning Jan 1, 2027, PAs may prescribe, obtain, and give drugs, including Schedules II–V controlled substances and all prescription drugs. PAs must follow the state Controlled Substances Act and register with the federal DEA to prescribe controlled drugs. Prescriptions must list the PA’s name, address, and phone number.
Beginning Jan 1, 2027, PAs with 4,000+ postgraduate clinical hours and no discipline may practice in collaboration under a practice agreement. PAs with fewer than 4,000 hours must practice under physician supervision. If a collaborating physician is lost, a PA may continue up to 180 days with Board approval, with one 180‑day extension. Supervision and collaboration do not require a physician’s physical presence. Supervising and collaborating doctors must be actively practicing in Kansas, keep agreements current, assign only tasks that are safe and within their specialty, provide a qualified substitute when absent, and follow Board rules. The PA licensure act governs how physicians supervise and collaborate, subject to Board regulations.
Beginning Jan 1, 2027, PA applicants and those seeking reinstatement must submit fingerprints and criminal record checks when the Board requires it. The Board may charge a fee to cover fingerprinting and record costs. The Kansas Bureau of Investigation may release adult conviction and nonconviction records to the Board for license applications or investigations.
Beginning Jan 1, 2027, the law creates active, inactive, federally active, and exempt PA license types. The Board may require proof of professional liability insurance to renew an active license. Fees are capped at: $200 to get an active license, $150 to renew, $250 for late renewal, and $250 for reinstatement. Money collected is sent to the state treasurer and the healing arts fee fund.
Beginning Jan 1, 2027, a five‑member Physician Assistant Council advises the Board. Members are paid per state law from the healing arts fee fund. The act also repeals several older PA statutes and replaces them with the new rules.
