City dissolution vote and property tax

Residents of a third-class city can trigger a vote to dissolve by petition. A majority of qualified voters must sign. The city council must order the election within 10 days. The question goes on the next primary or general ballot at least 60 days after the petition. Ballots read "For a city" or "Against a city." After the county canvass certifies results, the council counts and records them within three days. If two-thirds vote "Against a city," the city ends. The area becomes part of the township and follows township law. City records go to the township clerk. If the city has unpaid debts, the township trustee must levy property taxes at the next annual levy. Only property within the former city is taxed to pay those debts. The law takes effect upon publication in the statute book.

Old third-class city rule repealed

The law repeals an older third-class city statute. Kansas statute 15-111 is removed from state law. This change takes effect upon publication in the statute book.
