Kentucky driveaway businesses pay county clerks $150 for initial plate issuance and annual renewal, replacing the $10-per-vehicle driveaway fee. Payment provides a registration certificate and one plate. Businesses registered under the new system can buy additional plates for $35 each. The county clerk keeps $15 from each additional-plate fee.
Kentucky businesses with valid driveaway certificates can get reusable plates through county clerks where they have offices, sub-agents, or agencies. Only the business’s owners, corporate officers, agents, or employees can use its plates. Highway use is limited to moving vehicles in transit with valid registration showing a declared gross vehicle weight. Tow truck operators cannot use these plates to transport wrecked, disabled, abandoned, improperly parked, or burned vehicles. Businesses must record each trip’s vehicle identification number, starting point, destination, total miles, and travel dates. Plates remain reusable until expiration or revocation and expire each December 31. All plates must be returned to the cabinet if the business’s driveaway certificate is revoked or not renewed. The cabinet oversees plate issuance, cancellation, and enforcement, alongside normal law enforcement duties, and can issue rules to administer the program.
